If you have questions about the site and how things work, you can use the search engine on the FAQ page (there's a link on your right hand menu when viewing the front page or your own profile)... And if you can't find what you need there, you can send a note to the HelpDesk on that page, as well!
If you feel you need to speak directly with staff, there's an unofficial-official list of each staff member and what they do here: *stafflist
The gallery directors listed there are the ones you should send a note to if you think you found something really extraordinary around the site and believe it belongs on the front page in the Daily Deviation feature. You can note the appropriate director (Photography gallery for a photo, etc) with your suggestion.
One of the things most people get confused about is this rule:
FAQ #157: Can I use things created by other people in my submissions?
So I try to let newcomers know about it, just in case.

The best way to gain exposure here is to make comments on other people's submissions. Refreshing the front page, or clicking the "Random Deviant" and "Random Deviation" links at the bottom of each page can help you search around for something you might enjoy viewing.
